Background of the Service Disabled Veteran Owned Small Business SDVOSB Program

SDVOSB

The program was created by the Veteran’s Benefit Act of 2003 to assist Service Disabled Veteran Owned Small Business companies in competing for Federal Contracts. Presidential Executive Order 13360 reinforced the Federal government’s commitment to assisting Service Disabled Veteran Owned Small Businesses and made the 3% Service Disabled Veteran Owned Small Business set aside a mandatory goal. Subpart 19.14 of the FAR applies.

Under the authority granted in Public Law 109-461, VA is authorized to Service Disabled Veteran Owned Small Business set aside contracts and/or award sole source contracts, to SDVOSB companies and VOSB firms.
Consistent with PL 109-461, awarding contracts to Service Disabled Veteran Owned Small Business firms is the highest priority within the Small Business programs for VA.  Consistent with the mandate and the mission of VA, participation of SDVOSBs in VA Acquisition programs is strongly encouraged.  OSDBU is the advocate that monitors the Veteran Owned Small Business (VOSB) Program, with a special emphasis on Service Disabled Veteran Owned Small Business.
