GSA Schedule
GSA is able to support the procurement requirements of qualifying state, municipal, territorial, and tribal administrations, including instrumentalities, as well as other eligible non-Federal entities, in accordance with a number of authorities.
State and local governments, including tribal governments and academic institutions as defined by 40 U.S.C. 502, may purchase commercial goods and services (c) using GSA schedule contracts. The following are all the organizations that can use a GSA schedule for buying:
- Executive agencies in the executive arm of the government include executive departments, fully owned government businesses, and independent organizations.
- The National Institute for the Deaf (20 U.S.C. 4362), Gallaudet College [University] (20 U.S.C. 130), Howard University (20 U.S.C. 130), and the American Printing House for the Blind (20 U.S.C. 106] and other authorized institutions.
- Mixed ownership of additional federal Agencies, State and local governments for some GSA Schedule purchases, public enterprises, the District of Columbia, and eligible charitable organizations for the blind or other severely disabled people.
- Governments recognized by 48 U.S.C. 1469e, such as those of the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and Puerto Rico.
- The Senate, the House of Representatives, and projects overseen by the Capitol Architect.
- Additional Eligible Organizations. A relief or disaster assistance organization as defined in section 309 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5152), is referred to as a “qualified organization.”
- Other organizations, such as cost-reimbursement contractors (and subcontractors), cost-reimbursement or fixed-price contracting companies’ use of GSA Fleet vehicles and support services, fixed-price contractors’ (and subcontractors’) acquisition of security equipment, and non-federal firefighting organizations working with the U.S. Department of Agriculture, Forest Service are also permitted under the authority of 40 U.S.C. 501–502.
- The voluntary nonprofit aid organizations listed in Section 607 of the Foreign Assistance Act of 1961, as modified (22 U.S.C. 2357) and foreign organizations.
- Tribes and tribal organizations, such as the Native American Housing Assistance and Self-Determination Act and the Indian Self-Determination and Education Assistance Act (NAHASDA).
- State and local governments, such as any local educational organization or institution of higher education that are permitted to make purchases under the 1122 Program (equipment appropriate for counter-drug, homeland security, and emergency response tasks), the Cooperative Purchasing Program, or the Disaster Purchasing Program.
